California

Name: CA SB 400

Status: In Assembly

Description: Current law established the Clean Cars 4 All Program, which focuses on achieving reductions in the emissions of greenhouse gases, improvements in air quality, and benefits to low-income state residents through the replacement of high-polluter motor vehicles with cleaner and more efficient motor vehicles or a mobility option. Existing law defines specified terms, including “mobility option”, which means a voucher for public transit or car sharing for purposes of the program. This bill would additionally provide that “mobility option” also includes bike sharing and electric bicycles.

Colorado

Name: CO SB 19-096

Status: Passed in House and Senate, awaits signature of Governor

Description: The bill requires the air quality control commission in the department of public health and environment to collect greenhouse gas emissions data from greenhouse gas-emitting entities, report on the data, including a forecast of future emissions, and propose a draft rule to address the emissions by July 1, 2020.

Connecticut

Description: This act authorizes the state of Connecticut to procure energy derived from offshore wind in order to lessen the state’s dependence on fossil fuels.

Illinois

Name: IL SB 9

Description: This bill would require the closing of coal combustion residual (CCR) units, and removes language which exempts other coal utilizing energy facilities from environmental laws and regulations. Facilitates stricter regulations regarding the long-term storage of any waste generated by CCRs.

New Hampshire

New Jersey

Description: This bill requires large food waste generators to separate and recycle food waste so as to prevent environmental damage and help alleviate hunger concerns among state residents.

New York

Description: Directs the state energy planning board to conduct a study of the technical and economic feasibility of a one hundred percent renewable energy system and a reduction in greenhouse gas emissions.

Oregon

Name: OR HB 2020

Status: In House

Description: This bill modifies the state’s greenhouse gas emissions reduction goal and establishes the Carbon Policy Office within Oregon Department of Administrative Services. This bill also requires a program to place a cap on greenhouse gas emissions that are regulated emissions and provide market-based mechanism for covered entities to demonstrate compliance with program.

Pennsylvania
